According to the Washington Post report, on Sunday, Joe Biden first told Vice President Kamala Harris about withdrawing from the presidential election. After this, Joe Biden held one-on-one meetings with White House Chief of Staff Jeff Zients and his campaign chief Jen O’Malley Dillon. After this, Zients called a meeting of Joe Biden’s campaign staff and White House staff at 1:45 pm, so that the US President could inform them about his decision. The Chief of Staff made a formal announcement about this in front of the entire White House staff at around 2:30 pm on Sunday.
