Shukr transformed Hezbollah into a strong organization in collaboration with Iran’s Revolutionary Guards. Shukr was a close associate of Imad Mughniyah, a former military commander of Hezbollah who was killed in an attack in Damascus in 2008. After Mughniyah’s death, Shukr’s stature in the organization increased further.

Fuad Shukr was accused of bombing the US Marine barracks in Beirut in 1983, killing 241 American soldiers. This attack is considered one of the deadliest attacks on US forces in the Middle East. The US government had announced a reward of up to $ 5 million for information leading to Shukr’s arrest.
Shukr was the head of Hezbollah’s military activities in southern Lebanon and was also a member of the Jihad Council, the organization’s highest military unit.
